Can VLC open some address and wait for Data?

Can VLC open some address and wait for Data? (As if VLC was a server waiting for connection) And if yes - it can listen for data on one url how to make it listen to many? (on WIndows!!!=)

That's pretty much what the RTP input does, yes.
