Streaming methodology on windows

Hello all,

Just wanted to ask what is the right software to encode stream from a tuner card on a windows 2003 server. Are there any restriction on formats supported such that the file is used to stream by vlc. For example, when using windows media encoder, the default encoding is in WMV VBR.

Also will be immensely grateful, if anyone can suggest how to delete the file created by encoder above at specific intervals of time and restart the stream once again; automatically. The whole objective is to do unattended streaming on a windows box.
