buffering files on hard drive

I apologize if this has been asked and answered already, but I did look for it.

Why does VLC Player buffer (mainly video) files that are on my hard drive? These are files that are 100% downloaded and need no Internet at all to play them. How do I fix this?

The memory where VLC stores the cache is still order of magnitude faster than your hard drive. Ultimately, the video needs to be loaded to memory for decoding anyway.

Then how do I optimize it so the video doesn't freeze in the middle? It's very annoying with all of the stopping and starting.
