Building from Source - Windows

Is it possible to build vlc from the source code without using libdvdcss. My application only needs to display and capture streaming video from an ip network and playback video from a file. I want to avoid using that library because of the licensing issues associatied with it. If this is possible, what would be the limitations o my application and how would I compile it.

BTW. i trust your application will be GPL'ed? Just as the GPL license that comes with VLC requires?
