Better VLC UI

Hello.

I found out that the current VLC UI is quite difficult to use.
For example, try change some settings for sub titles.
If you open the preference, you will find out that it is difficult to locate where the related things are.

Instead of current one, it would be better to organize it this way :

- video
- encoder/decoder
- pre/post processing
- audio
-encoder / decoder
- sub titles
- fonts, encoding, color, and so on.

These are one example, so if you have better idea, it would be good to use the idea.

An attempt to do this is made in the current development version.

Be aware though that of VLCs huge amount of plugins, we need to dynamically build preferences windows. This sometimes just CAN'T be as simple as some might want.
