help needed....!

hi....
am currently working on a project where

my actual requirement is
a client(any player vlc,quicktime etc) connects to my code.... i take the user agent(i.e whether the client conected is vlc or quicktime) information and then i send that user agents information to the transcoder(here vlc) what i mean is my code connects to the transcoder......
so please suggest me an API which allows me to do this functionality..(i.e my code connecting to vlc)...
if libvlc is the only api ,please suggest me what modules in this are useful to achieve this functionality.....
can anyone here please send me link to download C libVLC API(n also documentation)

i have one but i am not sure whether i have the exact API(cos the documentation says one thing and the API has few things missing in it)
