Automate video effects and jump times?

Automate video effects and jump times?

Is it possible to automate/modify the video/audio filters based on specific times (via a playlist file)?

Example

Open file1.avi (no filters) --start-time 60
at time 75 (15 seconds in) turn on logo video filter/effect with specific settings
at time 80 turn on noise video effect
at time 90 turn on audio EQ with specific settings
at time 95 turn off logo effect
at time 100 turn on video rotate 180 degrees
at time 120 turn off all filters (default settings)
at time 125 stop video (--stop-time 125)
Then open file2.avi...
more stuff...

Also a somewhat unrelated question... is there a function to skip to a different point without closing and reopening the file?
Example

Open file3.avi --start-time 60
then at time 120, jump to time 180
Stop at time 240
