Webcam 4-15 seconds behind when streaming

I'm using Ubuntu 9.10 and VLC 1.0.2, and whenever I stream video from my webcam (an internal USB webcam) it is always from 4 to 10 seconds behind realtime. I'm streaming over a LAN, with a great connection, and I've tried 640x480 and 160x120 (the min and max my webcam supports), and I've tried streaming in various formats, without audio, with the same result. The video I get is smooth, not choppy or jerky, just behind realtime. When opening the webcam for viewing but not streaming its fine (not behind at all), and I've done video chatting (albeit on Windows) over a slow Wi-Fi connection with good results, so I think I can safely assume its not the hardware at fault. Any ideas on how to fix this? I'd like to be able to have it near real-time, as I'm using the stream in a remote control project. Thanks!
