Difficulty using scene filter with Vista and MKV files

I've searched the forums but couldn't find anything similar to my problem. I'm trying to take screencaps of an MKV file (H264 and 1280x720) in Windows Vista Home Premium using the command line instructions found here viewtopic.php?f=14&t=62311. I have no problem with dvds or avi files, but for some reason some of the caps look like the one below. Not all caps come out like that, but quite a lot of them do. Is there any known solution to this? I don't know anything about codecs or deinterlacing, so all of those setting are on the default. The only thing I've changed is the video output. Thanks for any help.

Those are decoding errors. Does loop filter trick help?

It doesn't fix the problem completely, but it does improve it a little bit.
