How do I direct to different outputs on a computer?

How do I direct to different outputs on a computer?

I have multiple sound outputs on my pc - but the audio section outputs do not correspond to any of the audio outputs found in the control panel -sounds - of the computer. Is there a way to direct the sound from vlc to a specific output? Other programs - even warcraft - allows this.

Use Waveout audio output, it has the named list of the devices.

What is Waveout and were can I get it? I would like to be able to do the same thing. Thank you in advance for your help.

Tools -> Preferences... (Show settings: All) Audio -> Output module -> Waveout (select the device from dropdown list) and Audio -> Output module and change the output to Win32 waveout extension output.
