Jumpy RTSP stream

I am using vlc with liblive555 to decode and display an MPEG4 video feed from an RTSP live stream. My problem is that every so often the feed seems to skip a few frames, which does not look so great. I was hoping that having a larger cache would help, but even at 10 seconds I do not see any difference in the quality. This is all being run by another program on that computer through the command line, if I run the vlc GUI by itself on a different computer, the same feed looks better.

My best guess is that either some of my settings are causing the difference, or it is just the computer/other program running in the background, and vlc stutters from a lack of resources. I have tried just about every vlc setting that I would think might affect it, but none of them really make any difference at all. We would happily accept a quality loss in any other area of this feed to stop the periodic jumping (I even tried having it display in grayscale, but the setting did not have an effect, still full color). Our scene is nothing but fast, circular movement, so any jump is very noticeable. Any advice would be greatly appreciated. If I can provide any more information let me know, I am not exactly sure which details would be relevant.
