lip sync/audio sync controls in VLC

Everybody has watched a badly encoded cam with 1-2 seconds of lip sync. Is there any existing mechanisim in VLC to add/subtract delay from the audio channel? Would it be hard to add?

It doesn't answer anything, but I noticed recently that audio desync doesn't work anymore in v1.0.1, (both vlc and libvlc).
Using "--audio-desync" in the command line or setting the delay manually in settings->audio has no effect.

Using 1.0.3 on Vista Home Premium, setting a value by hand in Tools -> Track Synchronization -> "Advance of audio over video" works, but when I try the --audio-desync option on the command line or in an XSPF file, the desired value will appear in the GUI without affecting playback. This is inconvenient since the audio-desync value is reset to zero every time a new file begins playing.
