why cant i see osd when using a skin?

Because the OSD does not work with skins at the moment.

What do you mean with "cant see osd when using a skin" ? Can you elaborate a bit more ?

To my knowledge, osd is a feature of the vlc core and works with skins as well as qt4 interface. (hotkeys use them for instance)
If it refers to marquee, it can be reached with Interface / Effects and Filters / Video Effects / Vout overlay / check add Text

Please, can you give some more decription of what the issue is ?

By OSD the playback controller in full screen is meant. But that's part of the qt interface code afaik.
