I would like to see a feature added to be able to upscal DVD or SD video content

VLC does this automatically if you change video window size.

Or check 2nd monitor output(tv out) config of graphicscard.
Also Check VLC_Help words:
Please, don't make feature requests on daily basis unless you a have good reasons for those requests.

Hmmm Are you quite sure about this.

You know that he means upscalling standard def video to HD like the way recent DVD player's can.

The thing is that Im going to buy a high-end HD (Sony) laptop with all the trimming ans I too wish to upscale standard def video to my 42 inch LCD tv.

You can activate Video scaling filter and set it to Lanczos if normal bilinear upscale isn't enough for you.
