Transcoding for YouTube HD

I've been working with for about 8 hours now and am having trouble getting this to function as intended. I am using the latest version (just downloaded today) and I have a 11:45 minute video I'm trying to cut at 9:45 to create 2 parts so I can upload to youtube.

Here's what I'm doing:

Media -> Convert/Save

Select my avi file

Press Convert/Save

Define my destination and here's my spec:

Encapsulation: MPEG-TS
Video Codec: MPEG-4 (Bitrate: 3200k/bs, FPS: 30, Scale: 1)
Audio Codec: MPEG 4 Audio (AAC) (Bitrate: 512k/bs, Sample rate: 48,000)

I uploaded a 9 minute video and it flagged it as 27 minutes so I'm a bit troubled as to what I'm doing wrong. I'm not very educated in the video scene so I'm hoping a genius here can point me in the right direction.
