Redirect a streaming with VLC and IceCast

Hi there,
I have a "direct" WebTV Stream 24/7, but the quality of the stream is quite high. I can read this stream well, but I have a friend who can't and who would like to see it. So when I read the stream in VLC, I would like to encode it in a less quality and then send it to my friend with IceCast.

Do you think that it is simply possible ?
