How to change default VLC settings?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

How to change default VLC settings?

I need the following menu options to be set every time I start VLC or change playlist item:
Audio - Audio device = Mono
Video - Deinterlace = Discard
Please advise how.

Tools -> Preferences then select ALL.
Change the settings you want, then Save and exit.

There are no such setting in Tools -> Preferences, they only available in menu.

There are no such setting in Tools -> Preferences, they only available in menu.
Tools -> Preferences then select ALL at the bottom left.

Audio -> Output modules -> DirectX -> Select speaker configuration
That's for Windows, for other OS'es I don't know.

Video -> Filters -> Deinterlace
Two settings there, one for Display deinterlace mode, the other one for Streaming deinterlace mode.
