H264-ES playback frame rate set always to 25 FPS?

H264 Elementary Streams (i.e. bitstreams, e.g. .264 files) may or may not contain frame rate information in the Sequence Parameter Set (SPS) NAL Unit. It seems that in both cases VLC always plays back these streams at approximately 25 FPS, ignoring the frame rate information when this is present in the bitstream. Is this the intended behavior? The only workaround I was able to come up with is to use the --h264-fps command line option and force the frame rate to a given value, but unfortunately this is not practical and also the frame rate is not always known.
