Movie choppy like dupe frames, but not?

Movie: Happily never after - divx
When played in any player it plays normally, but when VLC 0.9.8a plays it, it becomes choppy or like it has dupe frames.

Messages verobsity level 1 and 2, do not display anything.

One time it played it normally.

have you tried to reset VLC settings?

Yes, I tried everything. Even reseting.
One more thing showing up, is that somehow colors are enhanced, and in bottom right position of movie I have one white line coming from middlebotom to rightbottom. And it's constantly blinking. I think it is 1 or 2 pixel wide horizontally.
It's simmilar when videotape is a bit off. Where tracking fix that issue.

You mean DX/DX3D, OGL...etc?
Yes.
I'm usually on DX3D because I can use Vsync from NV Control Panel assigned to VLC, cause I have Screen Tearing/Page Tearing, and this fixes tearing issue.

I tried every possible configuration, with/without Vsync in NV CP. Every possible thing.

You reseted VLC settings by removing %appdata%\vlc folder?
