What I am looking for is a package that can capture and record audio and video from 4 video surveillance cameras with built-in microphones (possibly more).
I would like to be able to play back individual av files from a select camera and also like view live streams from a web page.
Can videolan do all this?

You can do this with VLC, but you might need some coding and integration for webpage or av files saving and selection.
