PC Unresponsive

I run a stream from VLC via Dshow, When I stop the stream to change some settings and the try to reconfigure it I find the PC to be very slow, almost unresponsive.

After a reboot everything is fine untill I stop the stream again.

The PC is a P4 3.2G with 1024meg ram running WinXP SP2.

On further investigation when VLC is stopped or closed the CPU usage for vlc shoots up to 99% and stays there untill the process is manually ended.

On more investigation it behaves the same when streaming a file as well.
I am also transcoding the stream/file to mp4v=480 mp4a=32

Any ides would be greatly appreciated.

I have gone back to VLC 0.7.2 and the lock up issue is not there.
How ever now I have a new problem.
I have 2 capture cards installed,
1 A Hauppauge WinTV Go
2 Leadtek DV2000

The output of the DV2000 is perfect but the Hauppauge has every one looking like Smurfs, so the problem seems to only be with the Hauppauge.

So any more idea's on either of the problems.
I have adjusted the Color Format with no change ie YUY2, RGB etc.
