Control Panel issue in Fullscreen

Control Panel issue in Fullscreen

When I'm running in Fullscreen the control panel pops up every 5 seconds or so. I tried unplugging my mouse, thinking it was moving, but I keep getting the same results. Anyone know what would cause this? Or ever better, how to disable the control panel in fullscreen?
