Cut and paste

I am using vlc for a video surveillance application. One of the options is start recording when motion detection is revealed by camera.
I would improve the feature adding to the recorded movie the first 10 seconds before the motion detection. The question is:
how can I cut the first x seconds of a video and paste or join it with another video ?

--run-time will select the time you want the video to be run, but merging, I wouldn't use VLC to do so.
