VLC Stream + JAVA or ASP

I have two IP Cameras (Security Eyes SD-602VPRO and SD-221) one give video by JAVA (on web) another - ASP, can I somehow make Stream Server with VLC, or I need something another to make stream ? Or this even imposable ?

Vlc can open video camera streams fine, you would just have to do the java/asp stuff on your own.
