No, other players can play VLC streams, without a problem.
For instance, I regularly stream a home camera with VLC, play it at work from WMP. You just need to make sure things are compatible (formats).
WMP:
I use vlc to stream mmsh://, though apparently http:// works fine.
The CODECs used, and encapsulation method (the "container") have to be recognizable by the client. For a WMP client I use the ASF encapsulation method, DIV3 video CODEC, mp3 audio CODEC.
At the VLC side, in Stream Output, pick the http/mmsh/rtp checkbox, type in: mmsh://127.0.0.1 in the address space provided.
At the WMP client side, do a File -- Open URL, type in mms://the_server_IP_address:1234
