Streaming Video through a Proxy using VLC

I had idea the other day to try stream a IP cam over my cellur phone internet connection. The hardware I am using; generic DLink IP/cam, a WINXP system, and my AT&T phone connected to the XP system as a "modem". I can connect onto internet with my machine and phone no problem, I do notice a difference between the client ip address and the real world ip address, many attempts to try connect this system failed from out side world. THis is where I think VLC can help me out.

My goal is to try get VLC to stream video from my IP cam over the internet. I am ware that I can not connect in any way to this system remotely over internet. I was thinking VLC could some how connect to out side world and stream the video feed that way.

Is this possible?

I just had an Idea when looking at the wall for few minutes

I could just have my remote system connect to a VPN over my phone/internet connection and then I would see the system's ip as a local address, still how would I "push" the cam's ip through VPN, I know I can now use VLC and stream it in this method, or some how bridge network addapters. I guess I will try and see, I am sure it will work.

IP/CAM - Network/Steam - Remote system/VLC - VPN - Phone/Modem - THE INTERNET! - VPN - DSL/Modem - Router/Network - Main viewing machine.

This way I can use Monowall, configure my remote system VPN and VLC can stream the IP CAM on my remote system ip address, so where I am on the other end VLC can view this feed.
