I disagree.
I just downloaded my vlc installer from there (vlc-0.9.6-win32.exe) and ran an MD5 checksum on it according to the FTP site:
http://download.videolan.org/pub/videol ... 9.6/win32/
And they match up so mine wasn't corrupted. My guess is your download was bad. I'm sure if you tried again it would have been fine.
