Mixed Languages in Privacy and Network Policies

Just installed VLC 0.9.4

When VLC executes for the first time, VLC.exe displays the "Privacy and Network Policies" dialog box.

In my installation, It shows text in both Portuguese and in English in a mixed way. I'm Portuguese, but my Windows XP is in English and I don't remember ever setting anything on VLC installation to set it to Portuguese (I like to have everything in English).
So, why does it show some text in English and some in Portuguese? It creates

VLC start by default as auto language option. And some strings aren't translated to all languages. That is why you might see mixed language. You can force VLC to start with English by using command-line parameter on first start. (you can choose language after that from GUI also)
