Units smaller than 1 second?

I am trying to use start-time and stop-time with VLC and the VLC plugin. Is there a way of using times or time markers smaller than 1 second e.g. seconds and milliseconds or (in the case of video) frame refs or seconds and frame refs together? I am developing some teaching materials and very precise control would be great.

Thank you Jean-Baptiste for yous answer. Unfortunately, I find it somewhat cryptic (and I do understand that you have many answers to provide and I very much appreciate your assistance).

However, I am interested in playback control and it does not refer to milliseconds. Milliseconds seems confined to caching (at least when I examined the docs on the wiki). So my specific question would be: what specific settings do I need to modify in order to be able to specify start-time and end-time in milliseconds. I would appreciate some more detail.

I know that I am only just discovering the power of VLC - it is a great system and I am very grateful for the sharing of expertise on the wiki.
