Frame rate and display timing issues

How to I change the frame rate in VLC. I deliberately drop some packets on my input side ( and then stream to a ip/port with live555 ). On the VLC side,
I open and sdp file with the relevant information ( framerate adjusted ), but VLC plays for some time and shows this error

"avcodec error: more than 5 seconds of late video -> dropping frame (computer too slow ?)"

I dont see any lost packets in the statistics window. May be the presentation time stamp is bad ? Any pointers ?

This is what it prints ( when the player work fine for few seconds) before clearing the screen and printing "avcodec error: more than 5 seconds of late video -> dropping frame (computer too slow ?)"
