to ftp from a non unicode system with german special charact

Hi,
i have a problem when trying to open a mpg files on a non unicode system with the ftp input module when german special characters are in the filename or path.

I am using version 0.9.4, I tried this with win and linux version.

for example:
when filename is "Gärtner.mpg": error message is 'cannot open "G%C3%A4rtner.mpg"'
in VLC versions prior to 0.9.4 "G%E4rtner.mpg" worked, but now "G%E4rtner.mpg" results to "G%25E4rtner.mpg".

Is this a bug?
Or what syntax do i have to use now?
Anybody an idea for a workaround?
