You should be able to run VLC through OpenSSH technology, today, using OpenSSH to intercept the ports and manage the encryption for clients connecting on either mmsh or http.
If I needed to do this today, minimal latency, I would use a separate encryption device. There are units that bulk-encrypt, AES standard, with 100Base-T inputs and outputs. Use these boxes on the outside edge of your LAN, and all data passing to the WAN will be encrypted. You could alternately just put them on the Ethernet connection of the video server PC, and it would encrypt just that data.
