Closed Captioning EIA-608, EIA708

I am trying to get closed captioning to work on a mpeg2 udp multi-cast stream. Does it work with streaming media? I see the code is there in the
codecs src directory for the EIA-608 and EIA-708 Closed captioning. However, I have not found a plase to turn the closed captioning on. I have been looking through the code to see if there just needs to have a button to turn it on or if it needs to be called from another plug in. If
closed captioning does not work on streaming media can some one give me some idea how to make it work with streams and will try to
make it work.
