problem video playback

I've posted this also on 'United Forums' and 'Yahoo answers':
Okay I've tried a lot before putting my problem here. I've copied my post from a forum beneath:

First of all it's not that I don't get to see any video at all. I have downloaded all of the neccesary codecs. Its just that during scenes with fast-paced action it seems that I have framerate issues. The video still plays but i see some horizontal lines during those scenes. It's like seeing the video refreshen for a very short moment. It's not that bad at all, I mean audio is okay and everything stays watchable. But day-after-day its getting more and more annoying everytime..

I have searched all over the internet but haven't found a sloution to this problem. I should notice that I had it earlier on my TV-screen but then I changed the 'video execution' in vlc player to directx and everything was just fine. Now that I moved to my new appartment the problem is back without changing any settings in vlc.

By the way, the problem isn't just on VLC player. Its there on every player I have on my PC (Media Player, Media player classic, quicktime... you name it).

Here are my system specs:

Windows Vista Home Premium SP1 (32-bit)
AMD Athlon X2 Dual Core processor 6000+ (3.0 Ghz)
3 GB DDR2 RAM

Ati 3870 graphics card (fully updated to latest firmware)
All of my codecs and media players are up-to-date

While I'm running any kind of video I'm using around 33-37% of my CPU and the physical memory that has been used is about 1.04-1.06GB so there is plenty left.

Also the anti-aliasing didn't work for me either.

Is there anyone out there who can help me with this annoying problem?

I posted this question on Yahoo Answers. On recommendations of a user there I reinstalled my ATI Radeon 3870 drivers completely by removing the ones installed on my computer.

They were both the newest drivers but it has solved my problem.

This thread can be closed now.
