Mpeg 4 encoder

I already have Sysmaster IPTV platform which uses Mpeg-4. I was wondering if i can build my encoding server that sends Mpeg-4 stream to my broadcasting streamer with VLS. If so, can anyone point me which hardware tuner card work best.

I have a Sysmaster M10 and I try to watch video streams on my TV. How can I stream MPEG4/SP with VLC? This is the format my M10 will accept....
