Getting a sample from incoming?

How can I get the mpegtelx sample from incoming .. I thought I could give it a try...
(ftp://streams.videolan.org/incoming) <-- this is the dir

maybe move it to a new location?

It needs to be moved by a server admin

You cannot download from incoming, because then we would soon be used for the illegal distribution of certain content
