stream does not work

Hi

Can someone help why I can stream using vlc inside the univ but could not access outside univ?
I'm using telnet interface for VLM with this batch file
"C:\Program Files\VideoLAN\VLC\vlc.exe" --ttl 12 -vvv --color -I telnet --telnet-password videolan1 --rtsp-host 127.0.0.1:554
and can stream well inside univ area.

I do Video on demand project. The code for the video on demand is written in php whare is give information to the telnet interface to play certain time of movie requested by the user.

Please help..I'm new in this area.

VLC's RTP/RTSP streaming does not support NAT traversal. (It can only stream over UDP, not TCP)
