Streaming from tv tuner card

I have a project that I need to do for my university.

We have a local tv channel that we broadcast on campus, I would like to setup a pc with a tv tuner card tuned to our local channel (14) and set it to broadcast over the web via VLC.

I read this article, http://wiki.videolan.org/Documentation: ... VB_Channel and it looks like it is possible,

I am looking for some guidance, Can anyone tell me if this can be done?
