shaping help is needed

Hi to you all...

I'm using the VLC as a server and a client and I'm tring to broadcast a stream in a constant bitrate of 3.2Mb.

The thing is that i know how to change the bitrate but, i don't know how
can i determine that the stream will be 'shaped' (constant bitrate).

I've used a soft. (bitPerSec) to monitor my network card to see the boradcast bitRate.

PLZ help, is it possible to 'shape' the stream?!
