simple question: how do I stream video to the Internet?

I've seen a couple of threads like this on the forum with no reply and a couple more with replies that I simply didn't understand.
I've read the VideoLAN Streaming how-to, but it's just making me feel like a moron.
On my local network, I managed to get a streaming wmv file to open in WMP. That's the best I've managed. What I would like is for someone to connect to my computer from anywhere and see the file that I have streaming in their browser.

Any help would be greatly appreciated.

[revision]I might be getting somewhere... I've made a web page and embedded a WMP into it. Now I have streaming video, but no audio. What are the best/right settings to do this??
