Fast forwarding in a video makes video fuzzy for few seconds

When I fast forward a video, the video becomes fuzzy for a few seconds. This happens to not all videos, but many (especially WMV).

yeah this same problem persists on my vlc player when i play video files and i skip a bit of the duration on any part it just goes all fuzzy and messes the video up for a few seconds, is there anyway to resolve this problem also non relating to this is post is, is there anyway i can have the duration bar like windows media player when you have full screen on and you move your mouse and it shows the duration bar and i can forward instead of in vlc player i have to come out of full screen and then skip thanks much appreciated if you reply
