Real-time dynamic change of crucial encoding parameters

Hello Videolan development team!

I need to change dynamically in real-time some crucial encoding parameters (e.g. video bitrate etc.) during the video streaming process without stopping video capture or opening new video files.

However, I've tried to change the above mentioned encoder parameters during H.264 video streaming process.
The real-time bitrate adjustment during H.264 streaming from DV camera using VLC 0.8.6c GUI works well
(i.e. using FireWire DV camera, but not using USB camera).

However, in my case I have to adjust video bitrate using command line parameters, only.
I think it is possible too. Please help!
