RTP over TCP on VoD Case

My computer is behind NAT.
The VLC client will request VoD on RTP over UDP by RTSP message at first time.
there will be no RTP over UDP coming (blocking by NAT),
after ten seconds, the VLC client will try to request VoD again.
But on this time it ask for RTP over TCP by RTSP message.

The result is that VLC Server doesn't support RTP over TCP,
so which version will support this feature?
