IPTV setup with VideoLan

Hello everyone !!!

I want to setup in our town in little IPTV station , of course with VideoLan.
The questions are:
What kind of hardware do I need ? ( Capture cards for catv / dvb cards / processor / memory / video card )
How can i make the VLC to stream from 5 capture cards at one time and send it over UTP in another computer / router and here the stream to be multiplexed in one single stream or on one single public ip ?

Let`s say i have 5 streams on one desktop because only 5 PCI cards can work on one desktop computer.
These 5 streams are on one private ip , let`s say 192.168.0.1.On another computer i have another 5 streams bu on ip 192.168.0.2 and so on untill i cover all channels. How can i multiplex this stream on single public ip ?
Let`s say 82.123.72.231 , how can i setup the server station ?

Anyone can help me ?
