Reducing "Choppiness" in streams.

Hello Post-Readers!

Earlier last month I posted a bit about delays in streaming real time camera footage (search me if you want to read about it). I have effectively reduced this delay to half a second. My new problem is now that the streams are not smooth when displayed. The video is very choppy. Does anyone know what settings I could try and tweak to get a smoother feed without affecting the display time?

The hardware is all brand new (4 dual core Pentiums and 4 GB Ram) and streaming in MPEG4 (mp4v) format. I'm using the default decoder as it seemed to give the smoothest playback.
