relay video to a computer on the internet to stream out

Trying to stream an x.264 encoded video from a laptop/webcam on a mobile network, but was told by the admin that direct streaming is prohibited so the only way is to use 'a socket connection to relay the video to another computer on the internet', then the second computer can stream out to viewing devices and computers.

I read thru the options but not sure how to start - does that mean I can only use HTTP to encapsulate the video and send out ? I cannot find a socket option so far
