mplayer's EDL is related ... that might be a good enough spec to adhere to.

NB that you can kind of do this already by specifying start and stop times (and volume settings) in a VLC specific XSPF playlist, but it causes jumping as it has to stop and restart the video between sections, so edl support would be nice
