PLease make video capture available in e.g. 200 dpi possible

Hi there great developing team !
Although I know that most screen output is in 72 dpi, I am sure that it should be possible to save (capture) images in better quality. Compared to actual screen-output from my TS streams, it is obvious that better image quality is shown while playing then I am able to save as JPG (pixelblocks clearly show). Thus I believe that some image-guru should be able to produce better quality images based on the input.
There must be some image-enhancement techniques available. Also, if you would take a capture based on average of 2 or 3 frames, better quality can be assured (look e.g. at what Topaz Moment can do).
Pretty sure there is a solution for this otherwise nice feature of VLC which will improve its quality and also will let me use it even more.
