Dynamic caching and timeshifting for network streams

Please add the timeshifting feature to network streams playback, so VLC will continue to receive data on pause.
In addition, please add the (similar) feature of dynamic cache, which will allow VLC to receive and cache the stream data in faster data-rate than the playback data-rate (if the streaming server allows it).
