conversion to DV-codec

I wonder, why can't VLC Media player not convert to the DV-codec?

For the moment I don't know any (decent) program being able to convert to DV-PAL or DV-NTSC.
For low spec-systems this is still one of the best choices for NLE-editing... (in Standard Definition).

Is there any reason why it isn't implemented?
Are there any plans to do so (a lot of people here alone would appreciate that)?
(Or am I missing something and is it possible maybe?)

VLC can output DV video, use vcodec=dvsd

I cannot find it anywhere...
Now, untill recently, I only used VLC as a player, so maybe there are things I'm not aware of.
Can you explain where I get it wrong

I'll show how I convert
-I open VLC
-Ctrl+R (Convert/Save...)
-I add a file
-I press Convert/Save
-I give a destination file (.avi)
-I create a new profile
-container: avi
-video codec now only shows: MPEG 1,2,4 - DIVX 1,2,3 - H263 - H264 - VP8 - WMV 1,2 - M-JPEG - Theora - Dirac

(another thing I noticed is that the h264 codec doesn't provide any options as opposed to x264 CLI)

Convert/Save doesn't have all video or audio codecs listed. So you have to Media -> Streaming... or use command-line for conversion.
